South Oceanside New Housing: Will Coast Highway Compete With Rentals?

October 22, 2026

If you own a two-bedroom rental a few blocks off South Coast Highway, should the cranes worry you? The City of Oceanside's October 2026 Economic Development bulletin headlines its lead story "The Changing Face of Coast Highway." It lists Coast Villas under construction at 1111 S. Coast Highway and Tower 1888 under construction at 1602 S. Coast Highway. On September 14, 2026, the Planning Commission approved two more mixed-use buildings in the same stretch. The Coast News reported them as 41 homes across the two coastal projects.

Add it up and South O looks like it's getting roughly 150 new homes along one corridor. That's enough to make a small landlord wonder about vacancy and rent growth. Sort those homes by who can actually live in them, though, and the number that could compete with an existing market-rate rental drops to 35. They're the market-rate units in the two approved buildings. None of them has a construction date, and they could still be sold as condos.

Sorting the pipeline by who can live there

Unit counts tell you how much building is going on. Tenure and income eligibility tell you who it competes with. Here's the corridor sorted that way, as of mid-October 2026:

Project Address What it is Units Who it serves Timing
Tower 1888, Shea Homes 1602 S. Coast Hwy For-sale condos 49 flats on sale; the city counts 54 Buyers, priced from $915,000 Sales open; under construction
Coast Villas, National CORE and San Diego Community Housing Corporation 1111 S. Coast Hwy Affordable rental 56, including 1 manager unit Seniors 55+ at or below 30% or 50% of area median income Completion expected fall 2027
SAF Ventures LLC 1609–1615 S. Coast Hwy Mixed-use, 4 stories 22 3 below-market units; tenure of the rest not specified Approved Sept. 14, 2026
Oceanside Ventures LLC 1026–1032 S. Tremont St. Mixed-use, 4 stories 19 3 below-market units; tenure of the rest not specified Approved Sept. 14, 2026

Each row sits in a different lane. The rest of this post takes the lanes one at a time, starting with the largest market-rate project, because that's where the competition question has a number attached.

Tower 1888 is priced for owners, and the rent math shows it

Shea Homes is selling Tower 1888 as single-level flats in a four-story elevator building. Each home gets one underground parking space, and there's a rooftop amenity deck. The six floor plans run from about 1,000 to about 1,630 square feet, all two or three bedrooms with two baths. As of October 19, 2026, the Shea page listed Plan 2, at 1,026 square feet, from $915,000, and Plan 1, at 1,000 square feet, from $947,570. Plan 5, a 1,556-square-foot three-bedroom, started at $1,259,340. Plan 6 was marked temporarily sold out, and there were no quick move-in homes. That works out to roughly $892 to $948 per square foot for the two-bedroom entry plans, before options or premiums. Shea's disclaimer says listed prices don't include options, elevation or lot premiums.

Now run the investor test. In its October 2026 rent report, Apartment List puts Oceanside's citywide median rent at $2,018 for a one-bedroom and $2,508 for a two-bedroom. Its year-over-year change for Oceanside was 0.1%.

Here's the gross yield on the cheapest Tower 1888 two-bedroom, rented at that citywide median:

  1. Annual rent at $2,508 a month: $30,096.
  2. Purchase price, Plan 2 base: $915,000.
  3. Gross yield before HOA dues, property tax, insurance, vacancy or management: about 3.3%.
  4. Monthly rent needed for a 5% gross yield on the same price: about $3,813.
  5. Monthly rent needed for 6%: about $4,575.

To reach a 5% gross yield before expenses, the cheapest flat would have to rent about 50% above Oceanside's citywide two-bedroom median. At those prices, an investor who buys here to rent the unit out is accepting very low cash flow and betting on appreciation. The buyers who make the numbers work are owner-occupants.

That changes who Tower 1888 competes with. North San Diego County REALTORS' September 2026 Marketwatch put the 92054 median sale price at $1,270,000, up 27.6% year over year. That figure covers just 26 closed sales and blends detached and attached homes, so it moves sharply from month to month. Countywide, the San Diego Association of Realtors reported a September 2026 median of $670,000 for attached homes. Tower 1888's entry price lands below the ZIP's blended median and well above the county condo median. That's a new-construction alternative for a buyer who might otherwise purchase a resale condo in 92054. The owner who should watch its sales pace is a South O condo seller. A landlord with tenants is much less exposed.

One loose end on the unit count. The city's bulletin describes 54 residential units, while Shea's page says the building has 49 flats in all. When an earlier version of the project went before the planning commission, The Coast News reported in 2021 a plan of 49 market-rate units plus five reserved for very-low-income households. That would explain the gap. The Shea page also links to an affordable-housing interest list.

Coast Villas adds rentals in a separate income tier

Coast Villas is the corridor's only project that's definitely rental. It doesn't overlap with a market-rate unit's tenant pool. The Coast News reported a May 12 groundbreaking. According to National CORE, the building has 28 homes for seniors 55 and older earning up to 30% of area median income and 27 for those at or below 50%. Fifteen are set aside for veterans supported by the federal VASH program. The mix is 35 studios, 16 one-bedrooms, four two-bedrooms and a manager's apartment. National CORE lists anticipated completion as fall 2027.

Eligibility here depends on age and an income ceiling at or below 50% of area median income. Someone shopping for a market-rate one- or two-bedroom in South O at around Oceanside's citywide medians is in a different pool. Coast Villas fills a real need on the corridor. It doesn't add to the supply a market-rate landlord prices against.

The 35 units that matter, and why they're still a long way out

That leaves the two September approvals. These are the buildings an owner of an older South O fourplex should actually watch, because their market-rate units are sized like the apartments that fourplex rents.

At 1609–1615 S. Coast Highway, SAF Ventures LLC's four-story project would replace two existing commercial buildings with 22 homes over 1,622 square feet of ground-floor commercial space. The mix is 11 one-bedrooms of 674 to 863 square feet and 11 two-bedrooms of 1,059 to 1,150 square feet. At 1026–1032 S. Tremont St., Oceanside Ventures LLC's four-story building has seven one-bedrooms of 796 to 952 square feet and 12 two-bedrooms of about 1,050 square feet, over 674 square feet of commercial space. Each reserves two units for very-low-income households and one for a moderate-income household at below-market rents.

Take out those six below-market units and you're left with 35 market-rate homes in the size range of a typical South O rental. Three facts limit how much weight they deserve right now:

  • Tenure is open. Neither staff report says whether the market-rate units will be rented or sold. If they're sold as condos, they join Tower 1888's lane.
  • Approval comes before construction. The staff reports give no completion date or construction schedule.
  • The corridor itself is about to be torn up. The city's Coast Highway Corridor project page targets contractor bidding in early 2027 and a construction start in spring 2027 for the section from Surfrider Way to Oceanside Boulevard. That stretch is north of South O, and its own summer 2026 target for finished construction plans has already passed.

A nearby Tremont Street concept shows how loosely early proposals connect to delivered units. In November 2025, the San Diego Union-Tribune reported on an 18-unit, six-story concept for a 5,168-square-foot lot at the southeast corner of Tremont and West streets. The city said at the time that neither a pre-application nor a formal application had been filed. That proposal isn't one of the two approvals above. Until something gets an approval and a start date, it's a possibility, not supply.

What this means for a South O rental owner

For pricing a lease this winter, the corridor's construction mostly changes the view out the window, not the number of comparable market-rate units nearby. Oceanside's 0.1% year-over-year rent change in the October Apartment List report shows a flat market with no supply shock. The variables an owner controls still drive lease velocity: finish level, parking and the gap between your current rent and the market.

For buying, the order flips. If you're comparing a Tower 1888 flat to an older South O condo or duplex as a rental, the new building's 3.3% starting gross yield sets a high bar for the alternatives. HOA dues aren't listed on Shea's sales page, and they'll come straight out of that yield. Ask the sales office for them, and for the building's rules on leasing, before you run the numbers. This is general market information, not legal, tax or financial advice, so confirm your own situation with the right professional before acting on it.

For a longer hold, the 35 market-rate units on Coast Highway and Tremont are the line items to watch. A permit pulled, a sales office opened or a leasing banner hung at either address will tell you which lane they're in, a year or more before the first tenant moves in.

Quick answers

Will Coast Villas lower market rents in South Oceanside? It serves seniors 55 and older at or below 30% or 50% of area median income, with completion expected in fall 2027. That's a separate tenant pool from market-rate one- and two-bedroom rentals.

Does a Tower 1888 condo work as a rental? At the October 2026 citywide two-bedroom median rent, the $915,000 entry plan grosses about 3.3% before HOA dues and other expenses. Get the dues and the building's leasing rules from Shea's sales office before you underwrite it.

When could the approved Coast Highway and Tremont buildings open? No construction schedule has been published for either. The Planning Commission approved both on September 14, 2026.
